After fight or flight comes exhaustion, and you have learned how to force that final step onto others, dulling the urge to fight in mortal and Beast alike.

Challenge Pool: Charisma + Animal Ken vs. Stamina + Resolve

Cost: One Rouse Check and 1 standard action

System: If your target is a mortal, they move at half speed and may only flee or defend themselves for 30 minutes or until out of your presence.  If your target is a vampire, they cannot Blood Surge for two turns starting on their next initiative.  If your target was in frenzy it ends  and they can Blood Surge normally. Can't self target this power.
