If you succeed in an opposed challenge, your target is stunned into silence, and unable to speak coherently for the next five minutes. She can scarcely articulate more than a single word. If a power requires only a single spoken word for its activation, such as the Dominate power Compel, she may still utilize it. 

If you fail a test to use Silencing Tongue, you may not test against the same target for five minutes.
