Hunters Project Twilight

Project Twilight encompasses government hunters that work for organizations with national or international reach. These NPCs are not the same as local authorities such as the town sheriff, county officers, or even run of the mill FBI Agents. As specialized operatives employed by many different governmental agencies, Project Twilight members are mysterious and powerful hunters who have access to cutting edge technology and who possess knowledge of specific supernatural weaknesses. These NPCs should not be created as frivolous, disposable antagonists nor should they simply charge in and attack vampires without thought to their own safety. If Project Twilight operatives have been deployed to a city, something has gone terribly wrong for the vampires.

In addition to access to weapons that can cause aggravated damage to supernaturals (i.e. silver weapons to use against werewolves, wooden stakes and flamethrowers to use against vampires, etc.), Project Twilight NPCs have access to the following tools of the trade:

S.I.D. Drones

One of the most significant tools of Project Twilight is surveillance drones. Having evolved at a rapid pace, drone technology is utilized to locate and act against supernatural creatures. The use of drones is limited to NPCs and should not be acquired, captured, or created by player characters. Drones are treated similar to retainers in that they may act at the direction of the NPC controlling them who does so via remote control. All drones have the following characteristics:

Project Twilight drones are not easily acquired. Drones used by Project Twilight are illegal for civilians to possess. All drones employed by Project Twilight have been outfitted with a special A.I. program called Supernatural Influence Detection ("S.I.D.") which codes their access to the assigned user's biometric data. Their inventory is also painstakingly monitored such that missing devices are tracked and agents are sent to retrieve them. Most vampires and other supernatural creatures know better than to attempt to capture and repurpose one of these drones, as possession of this hardware is pretext enough for Project Twilight to conduct a daytime raid for its retrieval.

Serums (Epic Project Twilight NPCs only)

Epic NPC Project Twilight hunters have access to drug serums that offer an array of powerful effects to even the score against the supernatural. Project Twilight Epic NPCs may access 1 dose of serum per month for each level of their Stock NPC rating. Injecting oneself with a serum is a simple action and its effects last for one hour. Each serum bestows a number of dots of the listed discipline, equal to the NPC's stock rating (to maximum of 5) and does not require fuel to be spent to activate the effects, such as Blood. The use of a serum is severely taxing to the user and most NPCs may only be under the influence of a single serum at a time. Stock NPCs of rating 6 and higher can withstand up to 2 serums, and Stock NPCs of rating 10 can use up to 3 serums at a time.

When a serum wears off, its user experiences withdrawal symptoms for the next hour unless she takes another serum. These symptoms are typically a period of intense sensitivity in deep contrast to the abilities they just experienced, such as feelings of lethargy or weakness, extreme physical sensitivity, or a deep need for social isolation.

As part of the research that went into their creation, the serums are coded only to activate in conjunction with normal human biology. They have no effect when consumed by supernatural creatures, including ghouls or kinfolk, or when serum-infused blood is consumed by a vampire.
